Michael Shum

Michael Shum is the Deputy Commissioner/Chief Information Officer (CIO) for the Bureau of Business Information Technology (BIT) at the New York City Department of Environmental Protection (DEP). DEP is the largest combined water and wastewater utility in the United States, delivering and treating over one billion gallons of water to over 9.6 million New Yorkers every day. 

As the CIO, Michael coordinates and implements strategic projects and helps define the mission, goals, and objectives of the BIT, leverages the power of technology to improve service delivery, drive innovation, automate business processes, and reduce operating costs.  Michael is responsible for the daily management and maintenance of the agency technology infrastructure, the development and implementation of major enterprise applications, establishing and overseeing technology policies and standards for the Agency, providing technology services and support for the bureaus and business units within DEP, and the development of technology solutions to improve services for the agency and its 800,000+ customers.  Additionally, Michael provides subject matter expertise on cybersecurity, advanced technologies, project management, organizational development, and business management processes.

Michael serves on the New York City Technology Forum Advisory Board and has been a featured speaker at industry events, offering his expertise on the fusion of government, people, and technology. Michael is a mentor to emerging technology professionals and strongly believes in preparing the next generation to lead.  

Michael received a Bachelor of Business Administration degree from Northwood University and a Master of Science from Pace University. Before joining the DEP, Michael worked in the IT, Education, and Fashion industries.
